Rival Security Consulting provides threat and risk assessment, workplace violence prevention training, and emergency planning to organizations across Northern Ontario.
We do not supply security guards, and we do not sell alarms, cameras, or access control systems. That keeps our recommendations focused on your risk rather than a product line.
What we do
- Threat and Risk Assessment
- A structured evaluation of the threats facing your site or operation, the vulnerabilities that could be exploited, the controls already in place, and the risk that remains after they are accounted for. You receive a written report with prioritized, costed recommendations you can act on or budget against.
- CPTED Audit
- An assessment of your physical environment using Crime Prevention Through Environmental Design principles: sightlines, lighting, access routes, territorial definition, and maintenance. This is often the least expensive way to reduce risk, since the changes are usually to design and management rather than to equipment.
- Workplace Violence and Harassment Prevention Training
- Instructor-led training built around the duties Ontario employers carry under the Occupational Health and Safety Act. Practical and scenario-based rather than a policy read-through, delivered on site, with participant materials and attendance records for your files.
- Policy and Procedure Development
- Security, workplace violence, and harassment policies written specifically for your organization and its operating conditions, built to hold up if they are ever reviewed.
- Emergency Response Planning
- Site-specific response plans for the incidents your organization could realistically face, covering roles, decision points, and communication. Written so they remain usable by the people who will be under pressure when they are needed.

Based in Northern Ontario
Rival Security Consulting is based in Sault Ste. Marie, in the heart of Northern Ontario. That means direct, ongoing familiarity with the realities of working here: the distances between communities, the effect of winter on staffing and response, the day-to-day constraints of running a lean team, and the kinds of community-level issues that surface differently here than they do in larger metropolitan areas.
Being based in the region also reflects a longer-term commitment to it: continued presence, ongoing relationships, and a direct interest in how the communities here continue to develop.
Background
Rival Security Consulting is led by Joseph Fragomeni, Principal Consultant.
Joseph's background is in institutional safety and private security operations/administration: maximum-security corrections, hospital/inpatient mental health security, armed transport, loss prevention, and casino and hospitality environments. These are settings where procedures are tested constantly, and where a plan that only works on paper gets noticed fast.
That background shapes how the work is done. Recommendations are written to be implementable by the organization receiving them, at a scale it can afford, using the staff it actually has.
